The Department of Commerce identified five groups most likely to be adversely affected by the DTV conversion: seniors, the economically disadvantaged, rural residents, people with disabilities and minorities. Georgia Public Broadcasting spearheaded a statewide information campaign to prepare its residents for the transition to digital. They formed a task force of organizations serving minorities, created a coupon-exchange program, connected with public officals across the state, developed an extensive DTV conversion website and produced numerous broadcast PSAs. GPB made a full transition to DTV in February 2009, and now offers four 24-hour digital channels.
